Our University has Signed a Cooperation Agreement with the China-SCO Science and Technology Innovation Cooperation Center to Establish the Xi’an Center

On the afternoon of February 4th, the signing ceremony for the establishment of the China-SCO Science and Technology Innovation Cooperation Center Xi’an Center (hereinafter referred to as the“Xi’an Center”) was held in the second conference room of the Yanta Campus Conference Center.

Prior to the ceremony, Chang Jiang, the Party Secretary of the university, met with a delegation led by Zhao Zhongyuan, Director of the China-SCO Science and Technology Innovation Cooperation Center, along with Deputy Director Shan Xiaochao, Deputy Secretary-General Luo Yiming, He Xiaoqi, Head of the Preparatory Group for the Xi'an Center, and Chen Wen, Deputy Head of the Preparatory Group for the Xi'an Center, in the VIP room.PresidentWang Jinfu of the university, and Vice PresidentZhang Rongjun, attended the meeting and the signing ceremony, which was presided over by Zhang Rongjun.

On behalf of the university, Chang Jiang extended a warm welcome to Zhao Zhongyuan and his delegation. Heindicatedthat the joint establishment of the Xi'an Center is a concrete action by the university to implement the initiative,which led by the Party of Central Committee,consisting ofestablishing the three major cooperation platforms for energy, green industries, and digital economy within the Shanghai Cooperation Organization (SCO), as well as the three major cooperation centers for scientific and technological innovation, higher education, and vocational education (as reported by Xinhua News Agency on September 1 in Tianjin). This initiativealsorepresents a significant opportunity for the university to serve national strategies and enhance its internationalization efforts.

The university's Party Committeeattaches highimportancetothis collaboration and hopes that both parties will leverage their respective advantages, focusing on the energy sector, to develop the Xi'an Center into a model platform for international scientific and technological cooperation, thereby injecting new momentum into innovation and mutual development among China and SCO member states.

He stated that the university has always been committed to serving national strategic needs. As aChinesememberuniversityof the China-SCO University, it continuously deepens scientific and technological cooperation and people-to-people and cultural exchanges among SCO countries.

He hopes that the joint establishment of the Xi'an Center will serve as a new starting point. Leveraging Shaanxi's energy industry endowment, Xi'an's advantages in scientific and educational resources, and the university's distinctive energy disciplines, joint efforts will be made to create a model for branch officesofmultilateral organization. The university will further strengthen the integration of industry, academia, and research, leverage the role of the international collaborative platform for scientific and educational innovation, and strive to build the Xi'an Center into a "Western Hub" for regional innovation cooperation within the China-SCO region, contributing wisdom and strength to building a closer China-SCO community with a shared future.

Zhao Zhongyuan thanked the university for its warm reception. He pointed out that the China-SCO Science and Technology Innovation Cooperation Center, as a national-level platform for promoting scientific and technological cooperation between China and SCO countries, is dedicated to providing“one-stop”overseas expansion solutions for high-quality science and technology projects.

The Xi'an Center is a key deployment by the China-SCO Science and Technology Innovation Cooperation Center to build a“1+3”global collaborative network and a collaborative platform for scientific and technological innovation oriented towards the energy industry.

He hopes to take this opportunity to strengthen the platform's functions, focus on practical cooperation in the energy field, actively expand the network layout, and deeply integrate the Center's global network capabilities with the university's scientific and educational resources and innovation ecosystem.

The goal is to build the Xi’an Center into a cooperation bridge that aggregates resources, creates value, and facilitates the transformation of achievements, contributing scientific and technological strength to the China-SCO community with a shared future.

Witnessed by the attendees, Wang Jinfu(President of Xi’an Shiyou University)and Zhao Zhongyuan(Director of the China-SCO Science and Technology Innovation Cooperation Center)signed the cooperation agreement on behalf of their respective parties.

Prior to the signing ceremony, Shan Xiaochao(Deputy Directorof the China-SCO Science and Technology InnovatioN Coopeartion Center)and his delegation conducted on-site inspections of the university's Science and Technology Park (in preparation) in the Yanta Campus, laboratories, and the planned site for the Xi'an Center.

This signing marks the entry of the China-SCO Science and Technology Innovation Cooperation Center Xi'an Center into a substantive construction phase. According to the agreement, the Xi'an Center will be established within the university's Science and Technology Park in the Yanta Campus, aiming to build a specialized hub integrating technology transfer, talent cultivation, and industrial services.

This centerwill actively promote the coordinated development of mutual recognition of energy technology standards, cross-border transformation of scientific and technological achievements, and local talent cultivation, providing solid support for deepening scientific and technological cooperation within the China-SCO framework.

Relevant heads from the university's International Cooperation and Exchange Office, Scientific Research Office (Center for Transformation of Scientific and Technological Achievements), and the New Energy College participated in the aforementioned activities.

It is reported that the China-SCO Science and Technology Innovation Cooperation Center is one of the three major cooperation centers for scientific and technological innovation, higher education, and vocational education established at the 2025 SCO Tianjin Summit.

On September 4th of the same year, the platform was officially inaugurated in Qingdao. It stands as a significant national platform dedicated to practicing the "Shanghai Spirit" and deepening scientific and technological cooperation among SCO countries.

Adhering to the development philosophy of "rooted in Shandong, radiating across the nation, and serving the SCO,"this center’score purpose is to build an open, inclusive, mutually beneficial, and win-win international innovation cooperation ecosystem.

Focusing on the four key tasks of joint technological R&D, scientific, technological, and people-to-people exchanges, cross-border technology transfer, and policy andintellectual support,this center alsoassists SCO member states in deepening collaborative innovation in key areas such as energy, artificial intelligence, and the digital economy, thereby injecting sustained scientific and technological momentum into building a closer China-SCO community with a shared future.
