On July 3, the Symposium on the Launch of XSYU (Hainan) Research Institute and the Establishment of XSYU Luosuo (Hainan) Energy Technology Co., Ltd. was held at the Innovation Research Valley of Yazhou Bay Science and Technology City, Sanya. Representatives from government, enterprise, and academia gathered together, including Zhou Guowei, Deputy Director of the Administration of Yazhou Bay Science and Technology City, Sanya Municipal Government; Tang Haiqing, Chairman of AOGS Group; Liu Qinzhi, Deputy Secretary of the Party Committee of PetroChina South China Petroleum Exploration and Development Corporation; Li Ke, Party Branch Secretary of Northeast Petroleum University Sanya Marine Oil and Gas Research Institute; Wang Jinfu, President of XSYU; Jiao Daqing, Dean of XSYU (Hainan) Research Institute; Lin Tao, Chief Expert of AOGS Group; and Wang Qizhong, Deputy General Manager of AOGS Group. The event was hosted by Gao Hui, Vice President of XSYU, and marked a milestone moment in promoting innovative development of the marine oil and gas industry and deepening collaboration among government, universities, and enterprises.
At the launching ceremony, Wang Jinfu and Zhou Guowei delivered speeches in turn. Witnessed by all guests on site, Wang Jinfu, Liu Qinzhi, Zhou Guowei and Tang Haiqing jointly unveiled the plaque of XSYU (Hainan) Research Institute. Wang Jinfu presented a letter of appointment to Jiao Daqing. At the conclusion of the ceremony, all attendees posed for a group photo.

After the unveiling ceremony, the attendees moved to the Research Institute’s conference room for an in-depth symposium centered on topics including technology empowerment, capital facilitation, and industrial collaboration.
Wang Jinfu began by expressing his gratitude to the governments and enterprises at all levels for their long-term care and support for the university’s development, using “three thanks” to convey his appreciation. He noted that the establishment of the Hainan Research Institute is not only a significant milestone for the university in deepening university-local government collaboration and strengthening the deep integration of industry, academia, and research, but also a practical action in proactively serving the national energy security strategy and fulfilling its mission and responsibility in the energy sector. Regarding the construction and development of the Research Institute, he explicitly put forward “three high” requirements and expectations: First, adhere to high-standard planning to build an innovation hub; second, uphold high-quality development to attract first-class talents; third, maintain high-efficiency operations to accelerate the commercialization of research outcomes. He pointed out that the Research Institute should break free from traditional constraints, take market demand as its guide, and open up the entire chain of “basic research—technological breakthroughs—achievement transformation—industrial incubation,” so as to contribute greater wisdom and strength to safeguarding national energy security and advancing the building of a maritime power.
Zhou Guowei began by offering warm congratulations on the founding of the Research Institute. He noted that the Yazhou Bay Science and Technology City Administration will spare no effort to offer full logistical support and service guarantees. It will pioneer a new trilateral cooperation mechanism under the framework of government guidance, university dominance and enterprise involvement. Both parties will further deepen cooperation in marine oil and gas exploration as well as joint tackling of key problems concerning offshore engineering equipment, working together to smooth the whole chain for the transformation of laboratory research findings into industrial practical use.
Tang Haiqing stated that AOGS, as an enterprise dedicated to the manufacturing of offshore engineering equipment and the R&D of oil and gas process equipment, fully understands the critical importance of technological innovation to industrial upgrading. He noted that the joint establishment of the Hainan Research Institute with XSYU represents not only a shared responsibility in responding to the national maritime strategy and safeguarding national energy security, but also a strategic choice for complementary advantages to achieve a “1+1>2” synergistic effect. He looked forward to working closely with XSYU and the Administration of Yazhou Bay Science and Technology City, leveraging the research institute as a platform to focus on collaborative breakthroughs in key technologies for the marine oil and gas industry, and jointly writing the grand chapter of “advancing toward the sea and pursuing dreams in the deep blue.”
Gao Hui, while chairing the event, stated that the three parties — government, university and enterprise — jointly witnessed the inauguration of XSYU (Hainan) Research Institute, conducted in-depth discussions and reached broad consensus on the core topic of “how to properly build, utilize and develop the Research Institute”. In the next phase, XSYU will focus on three key areas: First, accelerating the substantive operation of the Research Institute, with a focus on key technologies in the field of marine oil and gas development, to build a collaborative innovation platform integrating industry, academia, research, and application. Second, promoting the market-oriented operation of the company, leveraging the university’s research strengths and the enterprise’s industrial resources, to achieve a win-win outcome in both technological transformation and economic benefits. Third, deepening the cooperation mechanism among universities, local governments, and enterprises, joining hands with partners such as Yazhou Bay Science and Technology City and AOGS Group, to foster a sound development pattern of “resource sharing, complementary advantages, and mutual benefit and win-win outcomes.”
Jiao Daqing provided a detailed report on the Research Institute’s preparatory process, current development status, and future development plans. He clarified the Research Institute’s development positioning of “rooted in Hainan, serving the industry,” and expressed the team’s firm confidence and determination to deepen the integration of industry, academia, research, and application, and to support the innovative development of industries such as marine oil and gas and wind energy.

During the exchange and discussion session, the participating guests spoke freely on topics such as “technological innovation in marine oil and gas development, industry-academia-research cooperation models, and pathways for achievement transformation,” offering suggestions and recommendations for the development of the Research Institute.
With the successful conclusion of the symposium, XSYU (Hainan) Research Institute officially commenced operations.
