The opening ceremony of the “China-Uzbekistan Education Cooperation and Exchange Forum,” – part of the second “China-Uzbekistan Regional Cooperation Forum” – took place on the afternoon of June 1 (local time). Shaanxi Province Governor Zhao Gang, Minister of Higher Education, Science and Innovations of Uzbekistan (hereafter referred to as the Ministry of Education) Kungirotboy Sharipov, Vice Minister of Education Otabek Makhkamov, and Vice Minister of Energy Kobilov Ozilovich attended and delivered speeches at the ceremony. Wang Shusheng, Secretary of the Education Work Committee of the Provincial Party Committee and Director of the Provincial Department of Education, Chang Jiang, Secretary of Xi’an Shiyou University Party Committee, and leaders from the Shaanxi Provincial Government delegation and Shaanxi universities delegation were also present. During the opening ceremony, eight cooperation agreements (memorandums) were signed with Shaanxi universities, four projects inaugurated, and one training program launched.

The first signed agreement at the opening ceremony was made between the Ministry of Education and Energy of Uzbekistan and our university on co-establishing the Uzbekistan Branch of Xi’an Shiyou University. Chang Jiang, on behalf of our university, signed the joint construction agreement on-site with Vice Minister of Education of Uzbekistan Otabek Makhkamov and Vice Minister of Energy Kobilov Ozilovich.

After the signing at the opening ceremony, Chang Jiang held a tripartite on-site seminar with the Ministry of Education and Energy of Uzbekistan on co-establishing the Uzbekistan Branch of Xi’an Shiyou University. Otabek and Kobilov participated in the seminar. Both parties discussed the enrollment majors, enrollment quota and school site selection for the Uzbekistan branch. It was agreed that the working team would coordinate the relevant work as soon as possible to advance the branch construction plan.
On the morning of June 2 (local time), during the second “China-Uzbekistan Regional Cooperation Forum”, the Vice Prime Minister of Uzbekistan Jamshid Khodjaev cited “the signing of the agreement to co-establish the Uzbekistan Branch of Xi’an Shiyou University” as one of the important achievements of the forum.
The Uzbekistan Branch of Xi’an Shiyou University is one of the projects listed in the achievements of our national leaders’ visit to Uzbekistan in 2024. The signed agreement for the “Uzbekistan Branch of Xi’an Shiyou University” is a phased achievement in implementing the listed tasks from the national leaders’ visit. It also symbolizes a landmark achievement in the construction of Uzbekistan Branch of Xi’an Shiyou University.
The project is initiated and planned by our university based on cooperation with the Ministry of Education, the Ministry of Energy, Samarkand Region, Kashkadarya Region, and other government entities of Uzbekistan, with relevant departments, universities, and other third parties in Uzbekistan to jointly build the overseas branch of Xi’an Shiyou University. The branch will primarily accept students from Uzbekistan and extend to other Central Asian countries. It is an innovative exploration of our university in facilitating the opening-up of education, conducting localized cultivation of international talent in the energy sector, and deeply implementing internationalized school operation.

Currently, our university has initiated the application process for the branch campus project in Uzbekistan and signed joint construction agreements with the Ministry of Education and Energy of Uzbekistan, as well as joint construction agreements with third parties involved in the branch campus development. The branch is scheduled to complete the school-running approval and hold the official inauguration by the end of 2025.
